Quality Counts San Mateo County helps improve early learning program quality by setting standards for quality, measuring early learning programs using these standards, and providing quality improvement support based on areas where the programs want to grow.

Supporting early learning excellence

Quality Counts supports early learning program quality in the following areas:

  • Teacher-child ratios and group size
  • Program environment

About Quality Counts San Mateo County

Quality Counts is part of a state and national movement to raise early learning quality through quality rating and improvement systems (QRIS). We value early learning quality, and we are inspired by the many dedicated early educators in San Mateo County who are committed to giving children a bright future through early learning excellence.

In recent years, the state of California has shown its commitment to early learning by making a significant investment in QRIS. San Mateo County is a proud leader in the statewide effort to advance quality early learning. Quality Counts is a partnership of First 5 San Mateo County, the San Mateo County Office of Education, and 4Cs of San Mateo County. Quality Counts is supported through grants from the California Department of Education, First 5 California, and First 5 San Mateo County.

San Mateo County has a long history of investment in early learning quality improvement and QRIS. In 2014, First 5 San Mateo County received a $500,000 state grant over two years to join in this work. First 5 San Mateo County joined with San Mateo County Office of Education and 4Cs San Mateo County to form the core implementing group for San Mateo County's QRIS. Additional partners are engaged through the San Mateo County QRIS Consortium.

San Mateo County's Consortium is part of both the Bay Area Quality Early Learning Partnership and the California QRIS Consortia to learn from other counties, plan regional efficiencies, and advocate for a strong effective statewide QRIS. Quality Counts San Mateo County follows the California QRIS standards.
